wifi phone?

If I get the new skype wifi phone (or pre-order it) can it be used anyplace where a wireless connection is based? For example, if I was driving through the city (I live in Chicago) can I "hook up" to any wireless connection that is leaking onto the street? I know there are certain wifi hotspots in the city where I could probably connect but I'm curious if the wifi phone can essentially replace my cell phone (at least in the city).

I would appreciate any answers on this before I drop $200.

1yes, its the new bluetooth WI-Fi from skype, U will get it at circuit city..motorola..129 dollars, wait until its on sale..i usually look on the wifi road map everywhere I get coverage...u can google the wifi map..
